John Batchelor and I welcomed back Laura Montgomery to discuss the incident involving tardigrades having been placed on the payload of the SpaceIL lunar lander without the knowledge of either SpaceX (the launching party) or SpaceIL.  We discussed the implications of this for planetary protection, Articles 6 and 9 of the OST, the issue of space being for primarily science and more.  Jurisdictional issues were discussed as was the need for payload review. We speculated on the motivation of the company that did this, the American company Arch Mission Foundation.  Laura discussed other issues centering around payload review and treaty requirements.
